Those are spectators in the background, right? Is this a colloseum? Is a battle royale a public event? Like, are people told "Hey, person X challenged the king to a battle on thursday, 3 PM behind the playground, entry is only 10$!" I only know battle royales from Wrestling and.. well, Battle Royale, the movie and book.
